    weapons of mass destruction.

    They have destroyed jobs, retirements, communities, and an American way of life that was once iconic.

      by Homeland Security and by state and local police forces when applying it to weapons of small-scale (though still dastardly) destruction such as pipe bombs.  That is certainly a weapon and arguably a terroristic one, but to compare it to a nuclear weapon or biological agent is symptomatic of the homeland defense hyperbole we've come to take for granted.

      I don't claim that economic policies are as horrific as nuclear weapons or what we traditionally call chemical weapons, but they have certainly caused mass destruction and human misery on a much larger scale than some of the limited-range devices Homeland Security has chosen to label weapons of mass destruction.

        WMD is used, is because it is in the statute that is being to charge the person with.

        For example the Marathon bomber, is being charged with a WMD offence because that is most applicable statute in Federal law.
