    The growth in the number since then was in large measure due to Republican tax breaks.

      The explosive growth in the number of people not paying income tax or payroll tax was due to skyrocketing unemployment that took off just as Bush was leaving office, so it has a lot to do with his tenure but not the tax cuts. The Bush tax cuts slashed the revenue coming from the wealthiest but they still paid income tax, just a whole lot less than before.
