    ...collection was completely separated from the physical capabilities after 9/11/2001. The politicians had their job defining the use of the data and the scientists were set free with endless resources to build the databases. The public has no idea as to the size and scale and scope.

    Almost instantly as the CIA began handing out $billions in cash in Afghanistan to buy the Northern Alliance as allies, money was no object as the US gov't wined and dined American scientists to recruit biometric expertise, PhD's focused on the collection and analysis of facial, voice, and DNA recognition, and oh, the millions one can make, with integrated expertise, real time storage & retrieval algorithms, data purity, aging... Imagine the simple aggregation of all US public schools' 1'st grade photos as a baseline and build algorithms to age them 20, 30, 40 years - whatever is in the query.

    For each American scientist who declines there are dozens of Israeli and Eastern European scientists ready to step up and the vast online knowledge bases from our very American brainiacs who came up through MIT, Stanford, and Silicon Valley was all there for the taking anyway.

    Public law and enforcement is the only avenue of control.
