    have ratified the Rome Statute which established the ICC.  Syria is a signatory, and the US was but has since declared its intent to withdraw.

    Based on what I've read, the only way charges could be prosecuted against Assad and his minions in the ICC is if the charges were referred by the UN Security Council.  Syria is not a "state party" (has not acceded to jurisdiction of the ICC) so the ICC has no territorial jurisdiction even though the crimes committed fall in their purview.  Given the gridlock in the UNSC, I don't see that happening.

    I'll believe corporations are people when one comes home from Afghanistan in a body bag.
