    a distinct third ring, the exurbs, if you will. These are the small towns and communities two towns removed from the white, Republican upper class suburbs. They might have been prosperous forty years ago, and they might still be dependent on a single industry, but the good paying jobs have disappeared, and the town receives little direct economic benefit from the city. Some residents make a daily commute, but for most, it's just too far away, but it's not isolated enough to be considered a "small town."
