    I think that society loves arbitrarily drawing very-fine lines.  Lines so fine they are practically invisible.  The nipple isn't tabboo because it is a nipple.  It is considered tabboo because it is the very fine line our society has drawn separating normal cleavage/breasts from full on nudity.  At some point our society decided you aren't naked/nude in public so long as you aren't showing nipple.   Which leads to the exact issue you show of burlesque dancers wearing pasties.  Doesn't matter if the whole breast is out in the open, because the nipple is covered the women aren't technically considered naked.  So it's ok and doesn't violate anyone's sense of "decency" and appropriateness.

    I have no doubt there have been countless hours of meetings by PTA groups, churches, city/town councils, etc for decades trying to debate what is "decent".  You can't tell women to cover up because we love freedom...but freedome to be naked in public isn't acceptable either.  So how much breast can be shown in public before it becomes indecent?  I'm sure the line has grown finer and finer until eventually the nipple was the only thing left.

      My mother asked that question when we had back in the 60's a young girl  about 17 who sort of was well working the lot..( my Mom and Dad owned a Hamburger drive inn) and the young girl was basically naked from the waist up in those days..pretty risque...especially the service she was offering at my parents restaurant.  
        My Mom called the judge and asked him what was considered indecent.... he said, as long as a bandaid is over the nipple it is not indecent.  

      My Mother went out to the lot and told her to quit soliciting her customers  And to put some clothes on.  I guess Mama could have been sued but she genuinely worried about the girl's safety.   It was a family restuarant.  She also worried about her clientele.

      There is something taboo about the nipple but shouldn't be because guys expose their's all the time.  This double standard has always confused me.
