    The reason for drawing the line at the nipple, I think, is not anything mysterious or subtle. I believe it is just that the nipple is a convenient landmark for drawing the line. In fact it's the only convenient landmark available.

    Lets say we feel that exposing the entire breast is immodest. Well, where else could you draw the line but at the nipple?  Ruling out cleavage rules out a lot of fashion. In fact high necklines tend to emphasize breast size, which is why they are more flattering to smaller breasted women but make more generously endowed women appear matronly.

    Considering the nipple indecent is irrational; it's just if you are going to have a rule limiting how much breast to display, not displaying the nipple is the only rule that doesn't require some kind of awkward and clumsy measurement scheme.
