    that person (like me) has already stopped by your website, and filled out your electronic form

    That person sent you a resume and cover letter by snail mail, addressed NOT to "Dear sir/madam" but to a real name of a real person who already works for you via networking.

    That person stopped by your booth at the state-sponsored job fair and filled out a contact card and left a resume and cover letter.

    That person read the auto-reply in my e-mail stating that my materials had been received and were being reviewed.

    That person 15% of the time has gotten a further contact from a 23-year-old "Tiffany" or "Josh" wishing me good luck on my search since "we are pursuing another candidate" or "we didn't feel there was a good match with what we are looking for." (We'll ignore the fact that YOUR job requirements and MY resume are a 100%, item-for-item, tick off the list match.)
         The other 85% of the time That person hears absolutely nothing back at all, and after a "decent interval" (3 days? 1 week? 10 days?--the advice varies) has called back and been told, "Oh we filled that position three weeks ago." IOW BEFORE you applied-- because you had an internal candidate but your HR department told you for some "labor law" reason you needed to post it.

    That person has done all of the above 3 or 5 or 12 times A DAY, 7 days a week ("because looking for your job IS your job") for months. That person has knuckles bleeding from knocking on the door of opportunity at your place.

    Do this every month for a year, and then tell me why That person may have trouble getting motivated to keep searching.
