    Norway is an extreme case, though, since their system allows for small parties to gain individual constituency seats if they're big enough in a constituency. Sweden has this system as well, but with a 12% threshold. Otherwise, there's a 4% threshold for proportional seats. If the Greens get over 4%, they would get around 8 or 9 seats, but if they don't hey are expected to only get one seat, in Oslo.
