      It seems to me the point is the US is not without some international support, in spite of the paralysis of the UN.

      I'm assuming the political purpose of the statement is, in part, to stick a rhetorical finger in the eye of the G20 Summit host.

      Works for me.

        I think that it is inaccurate to characterize it as moving in any particular direction.

          I don't see it as "moving" anything. At best it counters the noise that no one supports the USG's position that the UN is paralyzed. That's not the same as supporting military action.

          BTW - there is nothing to feel good about with this clusterfuck.
