    In the old "who benefits" equation, we would say that state school boards, and school districts, benefit in bargaining power at budget time if there is a crisis in education. Thus, there was an interest in having eternal improvement, but eternal crisis in the schools. This was not because the education establishment was filled with con-men, but because state legislatures hate to give money to education, and people hate paying property taxes.

    The new "who benefits," when a common test standard has a whole nation failing, would be the charter school movement. If we can demonstrate that "all of them, Katie" are bad, then it will be wind in the sails of the vandals who want to get vouchers and charters everywhere.

    Additionally, such a national drop would give the D.Ed. some power to mandate changes. It's just that whatever impetus it might develop will be sidetracked by internal forces for charters and "choice."
