        In investigating how horse got mixed in with ground beef, in prepared lasagnas and other pre-made foods, they've discovered that the supply chains in the EU are an absolute labyrinth. Animals, meat, in all forms, are shipped back and forth around the EU, and at each stage there's an opportunity for either negligent or fraudulent mislabelling.

        It's been a boon to local butcher shops in the UK that sell locally-raised animals.

        But institutional buyers, who are the largest market, will not go that route because of the labor costs. In the US that means school lunches, prison commissaries, military commissaries, company cafeterias, and most college cafeterias will be serving up whatever is cheap and available from their distributor.
