  •  In fact, Mussolini was staring at the prospect of (1+ / 0-)

an amazing "upset" defeat at the hands of Haile Selassie, which would have made Mussolini the laughing stock of Europe, something he could not abide.  He'd much rather be known as a ruthless user of CW, even risking condemnation by the toothless League of Nations, than be known as a laughing stock who tried to conquer an African kingdom more ancient than Rome itself, and lost.  So he resorted to CW to win.

But that brings up another point: IIRC, when Mussolini began using CW, Haile Selassie appealed to the League of Nations for help.  Some League of Nations members made grand speeches condemning Mussolini's using CW, but the League didn't have the stomach to do anything about it.  All Haile Selassie got for his trouble of appealing to the League was Time's Man Of The Year award, while Mussolini gassed thousands.  So just as the League turned a blind eye on CW use back then, the UN is going to turn a blind eye on CW use today, and the world is going to applaud that decision.
