    by vetoing UN resolutions, which Assad saw as enabling him to commit war crimes, and expressing skepticism about Assad's culpability even after the fact.  Agreeing to this step doesn't require Putin to admit he was wrong, but it does put him in a position to check Assad in the future, so even with zero UN inspectors, I can't think Assad can launch another chem attack with the Russians now officially opposed to his continued ownership of chemical arms.

    Both sides can claim they got what they wanted, however much both sides may have blundered their way into it.  (Though after Monday's testimony re ground troops, I really hope Kerry knows better than to answer hypothetical unless he wants to.  He did go to law school, after all.)
