If a rogue commander ordered the attack, but Assad hasn't publicly destroyed that commander, then Assad has tacitly approved the attack. That is the very definition of tacit approval.

Even so I was against the US intervention. I was against the Kerry ultimatum yesterday, because it committed us to attack. But since the ultimatum seems to have forced the issue into a Syrian disarmament without any US cost except rhetoric and verification, I am grateful for the Obama/Kerry crisis management - however scary along the way.

But I do not make the logical mistake of thinking that a rogue commander means Assad doesn't own responsiblity for the attack through his tacit approval of it.
