      you are right that you cannot punish a dog or a child for behavior because they do not understand that the punishment is connected to their transgression.

      as far as I know, that is not true of adults (thus we make the distinction).

      Assad is an adult.  And as long as he's in control of his faculties he should be able to comprehend the connection between his actions and Kerry's consequences.

      The trade here is that Assad will give up his chemical and biological weapons and pledge to never use them again and Russia and China will agree that should he violate that pledge the UN will act against Assad to stop the war in Syria.  

      In return the US will stand down.
