    It's the Secretary of State who has been most keen on entering the Syrian civil war. The State Department is part of the executive branch. Such a provision would be kind of like letting the police swear their own search warrants rather than have to go before an independent judiciary.

        we all know he'd go unpunished and even unreprimanded.

        We now have precedence for that -- in this administration to boot.
