    That may be how it shakes out. But I'm thinking that Obama can't possibly agree to a resolution that explicitly says they have to come back before bombing. The inclusion of Chapter 7 is really irrelevant as a practical matter if he does that. And he would be destroyed in the press here. If possible, a subsequent bombing would be even more illegal if then went ahead and did it.

    I'm also not certain what the Russians actually want. They could do quite nicely in a lot of different scenarios. But they did have a reason for proposing the arrangement and your speculation about their reason is as good as any others I have heard.
