    The judge shot down the whole idea by declaring that ballots couldn't be printed and mailed until the 15-day window for other candidates was closed. 15 days to print and mail ballots that are due back at the clerk's office on election day == no mailed ballots.

    Note: the judge was technically right in ruling that signatures for candidates on the ballot weren't due until 15 days before the election - it's in the state constitution. I believe she(?) was wrong in applying it as she did; denying that many people their ballots was bad and she should have devised a remedy that was more accommodating to voters (e.g. extending the receipt period so that ballots didn't have to be in the clerk's hands on election day...)
