    For what little it's worth, I think the President has three options...

    (a) He attacks and lives with a nebulous outcome that helps few, barring those who desire broader war(s),
    (b) He earnestly works directly with Russia, foregoing U.N. attached strings, to see if we can, and if Russia is truly interested in, pulling off a largely successful chemical weapons control & disposition effort, or
    (c) He continues to watch, allowing various anti-Syria and pro-Syria U.N. parties (not necessarily the U.N. itself) the leeway to ensure the (b) opening goes absolutely nowhere, thereafter being allowed to return to (a) but without notoriety for dedication to (b), and with a bunch of Democrats and Republicans who can say whatever they want about him, imho pretty much not supporting whatever (a) plan he brings up.

    If I were him, I would get to work on (b) now, and let the U.N. play catch up with simplified language matching on-the-ground realities.

      hopefully, for which all 'sides' deserve credit.

      But we are not re-framing the issue as some seem to imply or want to believe.  From our perspective, the question is not whether it’s technically feasible to disassemble and dispose of Syria’s stockpiles or whether Putin and Assad are playing Obama or whether any deal terms are sufficiently verifiable.

      Such questions might make sense if our stated aim had been to actually dispossess Assad of chemical weapons, but that’s definitely not what the administration was imagining.  The concern was about Assad's or other's use of the weapons.  therefore , the issue in negotiations here  should not be whether we can implement and verify disarmament in a civil war zone, that was never our expectation in the first place.  The only issue is whether we or the UN can verify that he hasn’t undertaken more attacks with chemical weapons.
