    German intelligence has multiple intercepts of Assad refusing permission to use chemical weapons. I don't think you understand the concept of evidence, but the evidence that he would not allow the use of chemical weapons is far, far stronger than any evidence that he used them.

      substantively different than "refusing permission"

      the first is a statement that could indicate only a lack of evidence;

      the second is a statement that suggests evidence of some actual communication.

        "Did not allow" = "refused permission".

        They are synonymous.

        Get a grip, man. You're losing it.

          When or if someone has not been asked, they can be said not to have "allowed" or permitted something (they can also be said not to have disallowed it), but they cannot be said to have refused permission.
