It costs $25 million a week to keep the doors open, and the staff paid. Of that $25 million 98% is fixed and it doesn't matter if Congress votes on legislation or stays home. The amount it cost to vote on the ACA is the same as if Congress was on vacation for two weeks or voting on 25 new bills.

I certainly believe the budget numbers are accurate in that the cost of Congress is $25 million a week, but those are nearly all fixed. Trying to allocate those costs to certain pieces of legislation demonstrates no understanding by the reporters of the actual data. This was something ginned up to see if someone in the media could embarrass the Republicans, and that's great, but let's not try and make it something that is adding an additional expense to the budget. If the House never voted once to repeal the ACA there would not be any additional money available for worthwhile projects. Anyone who understands federal budget economics would immediately understand that.
