    We've got a national responsibility to help a state hit by a disaster no matter who that state sends to Washington.

    The point is that those states sucking down the disaster relief money have a national responsibility to stop obstructing changes that prevent the disasters.

    Though if they don't, at what point does their failure in national responsibility lower their priority as a national responsiblity, because they're a lost cause?
