    resolution explicitly has that as a remedy. Having the resolution under chapter seven does not inherently mean any nation can use force if it is violated. Obama himself said yesterday that such an explicit statement of force being a remedy will NOT be in the resolution. Not even the sort of language that was in the Libya resolution where it is a matter of debate whether it actually authorized the use of force.

    You are absolutely correct, however, about the proposed resolution saying nothing about not arming the rebels. My suspicion is that Assad will not agree to it without that. Which raises the question of whether the resolution will actually accomplish much beyond delay.

    I'm strongly opposed to the use of force here, but as you suggest, I'm not sure this resolution does a hell of a lot to prevent it.

      the shooting down of Libyan warplanes and attacks on Libyan air defenses.

      We very clearly went beyond the resolution when we started bombing barracks, government offices, ect.

        and I see I wasn't clear. The Libya resolution did authorize the use of force, just a lot more limited use of force than actually occurred.
