    I know quite a few people here in East Palo Alto who have had the San Mateo County assessor reduce their bill because of property value loss.  What City is involved? The wealthier cities really didn't suffer much of a loss, and so I could see the assessor requiring a higher quantum of proof.  But for the poorer areas of the county, at least previously there wasn't an issue.  

    OTOH, values in the county have risen almost 70% in the past 18 months so if you are trying now to get a reassessment, you might well have a harder time.
