    But the article ignores the fact that helium is a commodity that is traded world wide.

    Prior to 1996, when the Helios plant in Algeria came online, the US supplied 95%+ of the worlds helium. That number has dropped to less than 50%.

    Whereas the USBM Cliffside might supply an amount equivalent to 50% of US demand, not all of that helium comes out of the strategic reserve. Helium is fungible. Qatar could double its production and replace the USBM supplies. It would take about 4 years.
