    been for Victorian or Edwardian Britain to build a lot of submarines (thus encouraging other countries to do the same).  Their economy depended on surface shipping, so they weren't about to encourage countries to build the weapon that most threatened that shipping.

    We, on the other hand, whose economy most depends on the Internet, have made the Internet vulnerable through cyberspying and cyberwarfare.
