    point you claim:

    these people are held accountable. if they don't do the job right they get fined (in my agency at least. I doubt this is a minority. They can lose the contract.
    I know this firsthand, to be incorrect.  I cannot share specific details but there are contractors that have given false statements, false studies and false reports to our government.  The person in charge of reviewing said documents was ordered, by their superiors, to ignore their fraud.  In no uncertain terms "to fix them up a bit!"  The person had the power to end their contract do to this fraud but the "company" was/is synonymous with our military and they were told, "it's best to let it go."

    This is the standard, not the exception.
