SSA regs pay benefits to relations which are based on "marriage" which varies based on where and when it happened: complicated by LGBTQ issues, if a marriage was not legal or recognized maybe not now, and not very fast if ever. See handbook(http://www.socialsecurity.gov/...). Everyone who believes they are eligible now (old enough, married long enough, and so on) should apply, to get their facts on record, whether the claim is approved or not. As the regs are slowly adjusted, a different decision could become possible, There are too many different kinds of circumstances that block spouse/survivor benefits for opposite sex couples to say "yes" or "no".
