  •  The OPCW can only act if the treaty is (0+ / 0-)

    in force for a country.

    This is one of the reasons there are problems now. Technically the OPCW can study the information the Syrian government gave them but it cannot share it with anyone until Oct. 14th. and then the information from Syria will be shared with all OPCW members.

    The CWC and OPCW procedures are very clear. But no one takes the time to learn then.

    For example, Kerry can talk as much as he wants to but only the Executive Board of the OPCW will decide what happens to Syrian CWs, and the board will probably have to decide with a two-thirds vote because this will probably be a question of substance.

    And there is no need for a UNSC resolution. All of the necessary procedures are already spelled out in the CWC and in the UN/OPCW cooperation agreement.

    The Obama administration's efforts to get a UNSC resolution are just for show, nothing else.

    Lamb chop, we can quibble what to call it, but I think we can both agree it's creepy.
