    but denotative meanings are not all that matter.  The connotative meaning here is suspect.  If the Times does a similar historical piece on Lhota, then I would agree with you.  Given the Times's recent history re the primary, I will not hold my breath.  

    One must also consider context.  This piece appears in a climate in which Lhota and Bloomberg are trying to scare NYers with ghosts of the 70's, notwithstanding the dramatic socio-economic and political changes since that period over the past 35 years.  The fear is that "liberals" will return the city to a dark past.  Appearing in this climate, I don't think it's unfair to raise the claim that the Times is using a dog whistle.  Again, if the Times undertakes a similar longterm historical view of Lhota's career, including his ties to the oppressive policies of Giuliani, my opinion will change.
