    As part of Obamacare, there is a Medicaid expansion. It's rules, including those determining who is eligible for it, are different from what exists now. When SCOTUS decided Obamacare could not mandate states to participate in the Medicaid expansion, many Repuke governors chose to reject it. Therefore, in states like SC, it's people won't have access to Medicaid unless they were eligible for Medicaid before Obamacare came into existence. In many states, adults (18 and over) aren't eligible for Medicaid unless they receive TANF + Medicaid, which usually requires having children. Under the Medicaid expansion, adults without children would qualify for Medicaid. Additionally, if a person doesn't earn enough to be part of the exchanges, that person is SOL for any health coverage.
