    If you are a Republican, then you want to keep as many minority voters, urban voters, and Democrats out of your district as possible, so you will seek to create majority-minority districts and to give such Democratic representatives huge majorities.

    If you are a Democrat, then you want to spread the city voters across the districts. You'll want to bring some minority voters and white urban liberals into the suburbs to increase Democratic chances there.

    Personally, I would want to see PR on a state level because that's the best way to ensure representativeness.
