    even though from a public policy perspective your idea has more merit. The part of the population Democrats have the most issues with are the 50+ population (especially white working class members of this group). Tailoring a benefit directed just at them, will not only serve a public good but a policy good.

    I would like to do a Medicare payout of +5% with a buy in at 5% over the cost.  I call it 50,5,5. Since doing it that way wouldn't add to the deficit it can be done through budget reconciliation. Also adding millions of younger people to Medicare helps lower the cost basis of that program.

    If we win over an extra 2-5% of the 50+ voters, Republicans will be screwed. Then we can try for something bolder. From here on out I think healthcare reform can be done in these types of bight sized chunks.
