    newt gingrich threw his temper tantrum and shut the government down because he couldn't get his way.  Not so sure it was to force the entire publican agenda down the throat of the country, since there was an election coming up soon, but there were parts he wanted to implement without the bother of an election to get in the way.  

    He paid for it, as will happen this time too.  Hopefully the price to be paid will be much steeper this time around.
