    I'm trying to answer this question myself.  My brother in law, primary breadwinner, just lost his job (in Oregon). Sister is working a rel low paying job and putting him on her health plan (extra $300+/mo) would not leave them enough to buy food and pay outstanding bills. They are looking into selling their home and bankruptcy. I want to know if they can save money by having him use the exchange but couldn't find answers to the question of how family income is determined. If it is based on last year's taxes, then they are screwed since their income before was probably above the subsidy threshold.

    Also, they are both smokers (yeah, ugh) and I noticed that smokers are pretty badly penalized. I was wondering, if he stopped smoking before signing up would he not be penalized?

      However, it is my understanding that you are to estimate your 2014 income to determine if you get a subsidy and if your numbers are off, it will be reconciliated in 2015.   My income is production-base so who knows?  I may have a good year, maybe a bad one, so I'm going off my 2013 income.   They'll just have to sit down and work the numbers.

        That's hopeful. I was trying to do a little groundwork for them but yes, they will have to do the numbers themselves. It doesn't help that BIL is somewhat conservative (tho thankfully not obnoxious) and may balk over touching obamacare.
