I'm suggesting that all the insurers participating in the ACA exchanges would make the insurance cards they issue (and they will all issue cards to policyholders) meet the requirements of the Voter ID laws.

Since the ID is principally for the purpose of flashing at your doctor's office (like we do now) a recipients eligibility to vote has nothing to do with its issue. It's just that the card could satisfy the Voter ID nonsense.

I've also done a little poking around to see how feasible the mechanics of this might be and it appears that the insurance industry is already looking at photo ID for healthcare insurance because of fears of, you guessed it, fraud.

I'm of the opinion that photo ID is unnecessary for voting since fraud of the "impersonation type" is almost non-existent but at least the healthcare ID comes with a ton of benefits that the policyholder is paying for through premiums.

Put a photo on the insurance ID and the expiration date and you've got an ID that will pass muster with GOP state suppressionists.
