    To people in single industry towns? And what do you do about hundreds to whom there is no other viable career without mass displacement?

      can we have economic progress without any economic displacement?

      The 'specific goals and solutions' seem to be sustainable energy grants. I'm not sure how that replaces all the lost employment.   Is the goal to replace these industries, job for job, in single-industry towns?
