    First, the Treasure will put out a Request For Proposals (RFP).

    It will take them about 2 to 6 months to get the RFP written and approved.

    Various companies and associations of companies will write Proposals in response to the RFP.

    They will be given 2 to 6 months to get their proposals submitted.

    The Treasury will evaluate the Proposals and select the ones they like best.  

    This will take 1 to 2 months.

    The vendors which wrote those proposals will be invited to submit ther Best and Final Offers on writing the application.

    They will have 1 month to respond.

    The Treasury will select the best offer.  

    This will take 1 month.

    The vendor will begin Joint Application Design (JAD) sessions with Treasury specialists.  

    These will take 6 months to complete.

    Etc., etc., etc.

    If the GOP gives the Treasury a 5 year advance notice, they will be able toignore the debt ceiling and the Treasury will be able to prioritize payments.  :)

      given HHS recent frenetic efforts to revamp the healthcare.gov web site.

      Did they really go through the process outlined above to modify their site? Or did they simply get  some programmers and pay them to update the web site?
