    See my responses below. I meant that I have seen many a "progressive" argue for means testing social security without really understanding how the program works to begin with.

      Social Security has included means testing. You could look them up.

      BTW the main motivation is to reduce the ROI on Social Security even farther for people earning near the cap so as to gain more support for private accounts. That is Republicans always propose to make Social Security MORE progressive in the short run in order to turn it into a more welfare like program and so go for allowing upper  income folk to opt-out. At the other end every 'reform' plan since Ferrara has proposed to put in measures to protect benefits for the lowest income retirees in the face of benefit cuts that make Social Security progressively a worse deal for the middle class. For example most recent proposals to institute Chained-CPI would exempt the lowest earners. Which is just another cynical attempt to divide and conquer the 99%.

      It is a feature and not a bug of 'reform' plans.

      Only the most foolish progressives have fallen into the means testing trap. Or those who would go right from the current insurance model to straight out national income support and think there is a path to that that includes alienating the middle class through Heighten the Contradictions.

      Again. And still. Because screw incrementalism.  (In that respect Tea Partiers are just mirrors of Trotskyites and conscious adopters of their methods.)
