    I've been there a couple times.  Among other things, it's one of India's most important pilgrimage sites, so there are always many, many devotees there at any given time, whether there is a major festival scheduled or not.  It happens that this is not a time when truly huge numbers of people would be there, but there will be enough to cause additional problems.  Another difficulty is that the city is very low-lying, so serious storm surges present a horrific prospect for the local population.  This is doubly sad because Odischa -- more widely known as Orissa -- is one of India's poorest and least developed states, so that a major storm that might hit Mumbai or Trivandrum, whose infrastructures are much sturdier, has the potential to cause much, much more damage in Orissa.  My thoughts and prayers go out to the people living along that benighted coast.  Awful to think about.
