      ... that is a key question, and it seems that there is no exception even if you have the time and opportunity to call the police. (Implied from the quote you were kind enough to provide). That sucks.

    •  One tell for me is that when the police were (0+ / 0-)

      on scene that night the shooter did NOT tell the police that he had shot the teen.

      The shooter waited 4 days to tell the police that he had shot the teen with his gun.

      There is nothing about the story that says there was any problem with slow response times by police. There is a lot about the story that suggests the shooter might have been thinking he could get away with just letting the "woman thugs" take the blame for a stray bullet death.
