    the 14th amendment, the question of his constitutional authority to do so depends on when he chooses to do it.

    if congress refuses to raise the debt limit (& pay the country's bills), that is a direct violation of the 14th amendment b/c it states those debts must be paid.

    it would be fun, tho, to watch (ok, listen) to scalia & alito & roberts arguing that the 14th amendment is unconstitutional!!!
