    However, we could imagine a scenario in which a budget passes the House but fails in the Senate.

      Per the constitution. Art. 1 Sect. 1 Clause 1.

      The House, in years past, has also claimed that spending bills must originate there. They claim "the power of the purse" Not a strict constructionists reading to give them power of spending bills (how to use the money), just revenue bills (how to get the money).

      The Senate may propose or concur as with other bills.

        Months ago, that something was up when Boehner was asked about a budget bill and he replied, "We're waiting to see what the Senate comes up with first". Not only was this terrible execution on their part but even more terrible planning. And we've got it all on tape if only the Dems have the good sense and courage to use it against the Republicans in 2014. If the past is any indication, I wouldn't be surprised if there isn't some pretty poor execution on the Dems part as well, when we could easily show the republicans the door. Hope I'm wrong.

          the surface. They have been planning this shutdown for months, in bad faith with the American people, in bad faith with the president, and in bad faith with other parts of congress.

          It's unimaginable, what they've done. It really is a coup attempt. I'm still not sure they are backing down.

          To me, it's not a question of a sweep in 2014, it's a question of keeping our democracy. If Obama prevails he will go down in history among that select group of presidents who saved the Union.

          Tea Party projection: they've called POTUS Obama a tyrant, dictator, Stalin/Hitler, when all along they've been plotting coup d'etat.
