    Haiti brutally ruled what is now the Dominican Republic for two decades in the 19th century. The War of Independence of the Dominican Republic was against Haiti, not Spain.

    Yes, I know it is astonishing that that this dirt poor country that barely functions at all used to have an aggressive expansionist foreign policy, but that is the history.

    Mexico had a similar law until 1917 -- descendants of Americans were excluded from Mexican birthright citizenship. That is why George Romney, Mitt's father, was never a Mexican citizen even though he was born in Mexico. (Since 1917 Mexico's nationality law is almost identical to that of the US.)
