  •  It's to change congressional pay (0+ / 0-)

    for a time. Basically they still get their pay, but it's held in a holding account for a period of time. During that period they have to live on a stipend per month equal to the low end wages of their constituency. No fancy cars, no fancy rooms or expense accounts. They get to live on the same budget as the people they represent for a period of no less than six months. (this is for ALL first time elected officials, and would also apply to current members of congress just so they can't bellyache about unfairness)

    After the six month period the stipend would increase incrementally for another six months until the representative or senator had, at least, served their first term.
