    Sowell's post is couched in direct (if incomplete) statement of the facts.

    I'd offer this as a direct counter:

    The funding for Obamacare, like any major appropriation, is not actually subject to the whims of either the majority nor minority within Congress.  The Continuing Resolution that the House forwarded was exactly that: a continuance of already established funding. This includes funding for Obamacare.

    The Senate was completely within its rights to reject it and pass their own version, and it is incumbent upon the House to work with the Senate to reconcile competing versions of any bill.  The GOP House leadership changed the rules so to keep such reconciliation from taking place, and thus the shutdown was inevitable.

    So, the facts definitively place blame for this on Speaker Boehner (and by extension, the whole GOP).

      Evade the necessity of passing a budget, which the constitution says is its job.
