Your first hand -- feeling for these people -- is the correct sentiment. There are many small ranchers affected. Some, if not many, as blue in politics as you and me. I don't think it is wise to judge SD ranchers as radical right wingers, any more than it is for the other side to judge food stamp recipients as frauds. There's certainly some of each in both categories, but the deserving should not be punished because hypocrites or frauds may game the system.

My dad is retired from farming now, but he's very liberal but social issues (though rather conservative on tax issues, but nowhere near like the rabid Tea Partyists) and no use for Rush Limbaugh or any of that ilk. My mother was the same way.  It's knowing that there are probably people just like them right now in SD that just lost a herd that keeps me from just reflexively saying "screw 'em all".

We do need to help them.  But it certainly won't hurt to point out that it's the government helping them, and that this is no different at the end of the day than the government helping a battered woman get help at a shelter, or helping a coastal city after a hurricane, or helping a worker laid off through no fault of his own feed his children.  Different people in different circumstances need different safety nets.
