    big pharma then.

    This part is exactly what the Pharmaceutical Conglomerates do:

    Some members of Congress say the ads lead to hundreds of millions of dollars in unnecessary spending by Medicare, which is only supposed to pay for scooters a medical necessity when seniors are unable to use a cane, walker or regular wheelchair.
    How many millions of Americans are given prescription drugs that they do not need? Or believe they do need it after seeing it on the nightly news?

    What I see evolving here is everything we used to consider a necessity being taxed.  

    It disgusts me.  

    If we don't trust the doctors, then go after them for fraudulently giving out prescriptions that people don't really need, up to and including "medical devices".
