        whether it's part of "the" budget or not.

        as we type, SSA is paying out more than it takes in.  they can do that because of the SS trust fund.  that got built up in times of plenty.

        that fund will be depleted in a dozen or so years.

        boomers = 70 some million people
        gen x = 25 million less
        millenials = roughly equal to boomers, but not having children at the same rates.  also not earning at the same rates.

        the math ain't pretty.

        opening the immigration floodgates would solve SS's problems without tweaking a thing.

          own.  So let's deal with those problems on their own.  Let's talk about how to strengthen SS, but not in the context of our budget.  That way, we can talk about how much smarter it is to increase or eliminate the cap rather than cutting benefits or increasing the age yet again.
